What does UAE MoFA attestation confirm?

MoFA states that attestation verifies signatures and official seals on documents issued inside or outside the UAE (UAE Ministry of Foreign Affairs).

Attestation does not:

  • decide whether a degree is recognised;
  • translate a document;
  • replace notarisation where notarisation is required;
  • confirm that a contract is legally suitable for a transaction; or
  • guarantee acceptance by the final receiving authority.

Ask the recipient what form it needs: original, attested original, legal translation, certified copy, recognition report or another authority approval.

MoFA's current digital route applies to eligible UAE-issued electronic documents with a verification mechanism. A scan of a paper document is not an original digital document.

How are foreign-issued documents attested for UAE use?

The exact issuing-country sequence differs, but the common chain is:

  1. Obtain the correct original or authorised version.
  2. Complete certification by the issuing institution or competent local authority.
  3. Obtain the issuing country's foreign-affairs certification where required.
  4. Obtain attestation from the UAE embassy or consulate in that country.
  5. Submit the document for UAE MoFA attestation.
  6. Complete legal translation or recipient-specific steps where required.

Do not send a foreign degree, company record or civil document directly to UAE MoFA before confirming that prior certifications are complete.

Country-specific authorities, document formats and apostille arrangements vary. Use the degree-certificate route for educational credentials and the commercial-document route for corporate records.

How are UAE-issued documents prepared?

The issuing authority or relevant UAE body must first make the document eligible for MoFA processing. The prerequisite depends on the document.

Examples can include:

  • education-authority certification for academic records;
  • court or notary execution for powers of attorney and legal instruments;
  • licensing or chamber certification for corporate records;
  • health-authority certification for medical records; and
  • civil-status authority issuance for birth, marriage or death records.

MoFA's courier requirements currently specify an original in Arabic or English, or a legal translation, prior certification by relevant authorities and no lamination (MoFA).

How do digital and courier attestation work?

Digital route

An eligible document must be issued digitally in the UAE, be submitted as a PDF and include a verification feature such as a QR code, reference number or barcode. MoFA sends the completed digital attestation to the registered email address.

Courier route

The applicant completes the online request, selects the document type, pays the fees and chooses a courier provider. The courier collects and returns the physical document.

MoFA permits up to five documents in one application, but charges attestation per document. The applicant cannot modify a submitted application, so names, document type and destination must be checked beforehand (MoFA).

What are the current requirements, fees and timing?

As reviewed on 14 June 2026, MoFA publishes AED 150 for Ministry attestation and AED 150 for UAE mission attestation on its digital-service FAQ. The actual total can include document-category, mission, courier and preceding-authority costs.

MoFA currently publishes:

  • approximately two hours during official working hours for eligible digital attestation; and
  • one to three working days for courier-based attestation, depending on the courier.

These are service estimates, not guaranteed end-to-end timelines. Foreign prerequisites can take longer and are outside MoFA's UAE processing estimate.

Why are attestation applications rejected or delayed?

Common causes include:

  • wrong document category or route;
  • missing issuing-country certification;
  • absent UAE mission attestation;
  • submitting a scan as a digital original;
  • no verification feature on a digital document;
  • laminated, damaged or incomplete paper document;
  • unsupported language or missing legal translation;
  • inconsistent names, dates or passport details;
  • incorrect destination country;
  • using general attestation for a commercial invoice; and
  • inaccurate application data.

MoFA says incorrectly submitted applications are automatically rejected and paid fees are non-refundable after successful payment (MoFA).
